Quality Requirements involving Supplier Integration, Different sampling levels and Prioritization

Summary:

(a) I have seen the video of Supplier Integration (through Problem Report) using Supplier Portal with the Engineering Department. Is there any way a Quality Engineer (using the standard Quality Roles) can coordinate with a supplier (through the Supplier Portal) with respect to any non-conformance other than an Engineering change (like an issue during Receiving or Manufacturing)? 

(b) Can we have different sampling levels for same set of characteristics across users? We have a requirement that MFG inspections would have to be done by both Production Engineers (with sampling of 100%) and Quality Department (with sampling as 10%) . How this can be achieved?
