Can’t design the RTF file in Arabic layout when the report exceed 64 field

when the report extracted from system the layout starts from the middle of the excel sheet 

and technical advised that he can’t design the RTF file to start from the (Cell A) as normal reports when the report reach more than 64 filed in layout 


If there any possible solution to fix this ?
