REDWOOD: Document of records approval flow doesn't work

Summary:

DOR approval flow is enabled with a simple condition '1==1', auto approves and sends an FYI notification.

Employee submits DOR (REDWOOD Page) but it doesn't go through the approval flow - Confirmed this using Approvals Transaction console

If the DOR is submitted by Admin using REDWOOD Page, , it doesn't go through the approval flow, where as if the Admin submits DOR using RUI page, it goes through approval flow.

Are Redwood pages enabled to work with approval flow? Is there any limitations with DOR Redwood page?
