Change Position of Reset all password in IDCS

Currently we have Actions Reset Password( Resetting password for a single user) and Reset All Passwords Actions very close to each other in IDCS portal. Even if user selects a user and Perform Reset All Passwords , this would initiate a Job to reset all user passwords in the system.
Recently we have accidentally used Reset all Passwords option when trying to reset a single user password. Also there is no further confirmation asked by system once this action is used.
