How to automatically get Purchase Order created for requisition when BPA is created later?

Summary:

We have BPA for an item with start date as 1/1/2024 and end date as 12/31/2024. We created a requisition through supply orchestration where requested delivery date is kept as 5/23/2025 which is after the BPA end date. So the requisition didnt automatically create a PO.

Later a new BPA is created with dates from 1/1/2025 to 12/31/2025. But now if we try running Generate Orders ESS job, it doesnt create a PO for this requisition. It is only available in Process Requisitions task for PO creation. This would probably be because reqs_in_pool_flag value is Y for the requisition line in por_requisition_lines_all table.
