Submit Change Working Hours without viewing mandatory sections

We have a single rule in the transaction design studio that enforces the Salary and Compensation Sections to be mandatory when going through a Change Working Hours. This is because we have encountered several issues with salaries not being re-calculated when changing the working hours without viewing the salary section.
When going through the process, the sections do not show up on the questionnaire page (which is good) - still it is possible to submit the process without viewing the mandatory sections. There is only a warning.
