how to send notifications to DL list through Oracle HCM

Summary:

Hello,

We have a requirement where we have to send Notifications to distribution lists (DL) from fusion hcm. There are 2 different DL's added to the same condition.

If we create a new user and add the DL email id to that user, then at a time only one user can be assigned to that condition and other issue is also that users will have to login in that user id separately to approve/reject the transactions. Is there any other best way to fulfill this requirement?
