I cannot search and add Buyer while creating a Purchase Order.

I'm trying to add a Buyer while creating a Purchase order but the username is not searchable. I tried multiple times, but it is not coming in search results.

Note: The user has a Buyer role, and it is defined as an Employee as well. The procurement agent role is not given. (Is this mandatory to be given)

Kindly advise on the same.
