Transaction Console and First Responder Wins functionality

Summary: When creating an approval rule in Transaction Console that includes a Representative in the approval flow there is functionality available to select "Include all representatives" which would then send the approval notification to all the Worker's Representatives. Most clients would want all the Worker's Representatives to receive the notification but then for only one approval to be sufficient. Currently if the "Include all representatives" are ticked then all the Worker's Representatives need to approve. Why can't there be functionality similar to the "Include all representatives" tick box that you can tick to enable a "First Responder Wins" solution? Or at
