Retro Process Not Working for Time Card Element

Summary:

We need to create a new standard earnings element that will be paid for both hourly (time card) and salaried employees. We created the element in a test environment as a time card element since we are loading in time from an external system and we are able to pay our exempt employees using the element as well. We have encountered an issue when trying to calculate retro pay using the element. There is a Retro element and Earnings Retro Results element and the eligibility is set correctly for each.
