Need to Create a Specific Learning Initiative based upon Hire date that Using Renewal Option

Summary:

So we have a special Learning Initiative Request where Employee who Hired from the time period of January to September tagged one Learning Initiative in that Time period if any Employee completes the specific Learning Initiative no matter that person is hired in Jan, March of September. If that person completes the task he again gets the Renewal Learning Notification in January.
