Noncatalog Learning Request Error Post Redwood Enablement

We have enabled Redwood ESS Learner pages and released to production successfully. Now, we are working on enabling Redwood Manager pages for learning. The only issue we are experiencing is when we request noncatalog learning as a manager, we get this error. Did we miss something when enabling?
