Auto-provision line manager role - include new managers with vacant positions

Summary:

We currently have a scenario of new line managers with vacant positions who are unable to create job requisitions for their positions, or request changes to their existing positions.

Is there a condition in Role Mapping which will allow for auto-provisioning of the line manager role in this scenario? Currently our role mapping rule is simply 'Manager with Reports - Yes'.
