Application Questions Added Automatically and Removed

Is there an option to have an application question added to a requisition by default, but when creating a requisition, have the option to remove?

There's an option to have the questions automatically appear, but then not remove, OR have them be manually selected. However, we have a requirement to have the question be added (defaulted), and then have the option to remove per requisition.
