Advanced Forwarding Rule for Start Step

We have a requirement to run Advanced Forwarding Rule on Start Step. But Oracle does not support AFR on Start Step.

Any specific reason, why is AFR not enabled for Start Step. Is there a work around way to trigger AFR for Start Step.

Requirement:

Restrict quote visibility based on User Groups. We added AFR on all the steps. Quotes in other steps are visible as per user group the user belongs to. But quotes in Created status are visible for all user groups.

Also existing Created quotes are visible for all the users which is not expected from business, which we cannot get rid of.
