Is there a way to add Job Category/Job Function to Req Creation of other Req Types?

When creating a requisition, you can indicate that Job Category/Job Function are available to choose only on a Template for use. Is there a way to allow these field to be available when Use is Blank Requisition?

Currently Category and Function are attached if they are assigned on the Job Code or on a Template. There are occasions where new requisitions may not be associated with a Job Code to start but needs to be posted. We have found that if that is the case, once it is posted, these requisitions will not appear in the filters.
