Limitations: Transaction Console Until 10 approvers in a single Rule

Good morning,

We have encountered in the documentation that it's recommended to use Transaction Console Until 10 approvers in a single Rule.

Is anyone aware of what is the meaning of 10 approvers in a single rule? If we add Representatives and we have more than 10 users assigned to that area of responsibility, will we get an error, therefore we should use BPM worklist to build this rule?
