How Change Payroll Relationship Rule in Configure Legislation

Hi,

We will be implementing payroll in a client that has an existing Core HR. We need to change the Payroll Relationship Rule to Use Last Record but its not editable anymore. Has anyones encountered this? Can you share how did you achieve it?

This client has core HR records but no element entries or payroll defined yet since it was an HR Core implementation only.
