Can we customise IT security Manager Role

Hi Team

We have a request from client to have custom IT security manager role to provide access only to add roles . Where we were able to achieve to some extend by removing privileges to create user account and deleting roles from user . But we are stuck with hiding Reset password button . Is there way where we can remove access to user for this Button . Is there any specific privilege available so that we need to remove it .Please provide your thoughts
