Automatic submission of Process Event Actions

Summary:


We have a requirement to submit the Process event actions flow for HCM Rates Recalculation whenever any event is triggered, but currently its only working manually. As per Oracle document, to make it automatic we should set the Action Submission to "SYNC", but its still loading as manual submission only:

Did anyone know how to enable the automatic submission please.

Below is the HDL we used to create the action group:
