Unable to start EPMAgent

EPMAgent with proxy authentication cannot be started with an error "java.net.ProtocolException: Server redirected too many times (20)"

We are starting EPMAgent on a Windows Server with proxy authentication.

Followed the instructions on Oracle Support Doc , to kill java sessions, moving Java Home out of program files.

Another recommendation was to create CookieManager. I am not sure how to do this and SR suggested to use the Community to get the details.
