Give Managers Create only access for HR Jobs

Summary: We'd like to give our Line Managers access to create HR jobs but no edit access to existing jobs.

Content (please ensure you mask any confidential information): We are working on streamlining our Job creation process and allowing managers to submit request directly within Oracle. There will be an approval process overseen by our compensation team whenever a job is requested. We see that there is a "Manage HR Job" privilege however this seems like it's also granting them access to edit jobs within Job Details. We've setup a deeplink that takes them directly to the Create HR Job page but once they submit or cancel it takes them to the job details page which is where we noticed
