When data for one of the employees is shared Using share data access the transfer action is missing

Summary:

When data of employee A (from legal entity XYZ) is shared by HR "P" (legal entity XYZ) to HRBP "Q" (legal entity ABC).

Scenario 1 : For the employee A (from legal entity XYZ) if we go from HRBP "Q" (legal entity ABC) My client groups >employment > employment info then transfer action is available

Scenario 2 : The notification is received by HRBP "Q" (legal entity ABC) , when clicked on the notification, and then employment info , in the actions tab we are not able to see transfer action.
Why the transfer action is missing when Accessed through the notification?
