How to have FYI email setup when reassigning area of responsibility

Can anyone guide as how to have a FYI email setup when reassigning area of responsibility to other user using Approval Rule section ?

I was able to setup FYI email if there is any addition/deletion to AOR but Reassigning, I would like to know how to setup for it.
