Can I put a condition before releasing the offer on the CSP?

Summary: My client has a requirement where if a candidate has been marked not fit to rehire ( during termination), and he applies for a position in future, then this condition should be checked by system before an offer is extended to him/her. And a message is displayed which informs the recruiter that he is going to hire "unfit to rehire candidate". Is this feasible or has anyone come across such an ask?
