Limit Delegation Proxies with Public Person Security Profile not working

We have a requirement to limit proxies to only include direct reports or individuals who have been provisioned a custom line manager role (BSA_PER_LINE_MANAGER_AR) for role and approval delegations. It’s my understanding that the list of users available as proxies in the “Delegate To” drop down for role and approval delegations can be controlled by the public person profile on the role granting delegation access as discussed in the Role Delegation article published by Oracle. When I set the public person profile to only include direct reports or individuals who have been provisioned a custom line manager role, I am still seeing what looks like all users in the proxy drop down.
