Is it possible to add new / change values for Employment Category or Worker Category?

Summary: We have a need to activate Worker Category field on offers for a specific region. Other region leaders have asked if they could use the field but if we could add another value or change the label on an existing one.

Through reading on here I can see that the current values are all stored in "per_all_assignments_m" table but have not been able to find where to access the values from the application to make changes.
