Can we use alerts composer to send an all staff communication?

We would like to use alerts composer to send a communication via email to all staff (the same way we use our current learning alerts).

Is this possible and if so please can someone advise on how to build this and what filters to use?

We plan to use it when we launch Redwood in May to alert our learners of the update.
