OCI/EXACC: After Upgrading to ExaData 23.1 (OL8-based) SSH Logins Fail with "Authentication failed."

Symptoms:
After uprading to Exadata 23.1, logins via ssh Fail with the following in messages:
[root@<ssh_client> ~]# ssh <ssh_server>
Warning: the ECDSA host key for '<hostname>' differs from the key for the IP address '<ip>'
Offending key for IP in /root/.ssh/known_hosts:9
Matching host key in /root/.ssh/known_hosts:10
Are you sure you want to continue connecting (yes/no)? Yes
Authentication failed.
At the SSH server side, its /var/log/secure shows:
2024-04-19T10:20:36.380317+00:00 <hostname> su[63221]:err: PAM _pam_load_conf_file: unable to open config for system-auth
