Receipt creation giving error

Summary:

We are trying to create receipts for an In-Transit Shipment of a Purchase Order. We have tried using Rest API as well SOAP (APIs given below):

Rest API: /fscmRestApi/resources/11.13.18.05/receivingReceiptRequests

SOAP WSDL: /fscmService/ProcessorServiceV2?WSDL

For both of these, we are getting the below error:

<ns1:ErrorCode>RCV_INVALID_ROI_VALUE</ns1:ErrorCode>
<ns1:ErrorMessage>The value provided for column DOCUMENT_LINE_NUM is invalid. Value provided: 1. Expected value: 2.</ns1:ErrorMessage>

We tried changing the number as suggested in the error but we were still receiving the above error.

We have attached the payloads for both Rest API and SOAP.
