What is the best practice for no-show cases? Cancel work relationship or terminate the record effective same hire date.

Points to consider:

1. Hire employee through ORC so they have pending worker record and employee record

2. In some scenarios, employees may attend paid training/orientation before their actual hire date and payment needs to be made irrespective of their joining.
