upload new subinventory

I am trying to upload new subinventories to existing Inventory organization using the import from CSV option. I am getting an error that I have researched but nothing has helped so far. I am getting the same basic error for all 60 rows.

Row Identifier: 300000008546486, PLH5417MS. Status: Error. Message Code: RCV_INVALID_RCV_LOCATION. Message Text: The value provided for the Receiving Location attribute is invalid. Value provided: -99999999.

I have followed the steps on this article and still receive the same error.
