Client requires candidates who fail the drug screen to be blacklisted in recruiting.

I've mentioned the "Eligible for Rehire" setting when terminating an employee but they want a flag in recruiting. They won't ever hire someone who's failed a drug screen. Any ideas on a solution for this?
