Non Catalog Learning Request Approval

We have configured the approval for non catalog learning request

With the condition :

((Learning Item.result.Learning Item Type == "ORA_NON_CATALOG") AND (Learning Item.result.Maximum Price > 4000))

To go to a specific representative similar to Human Resource Rep. for approval based on AOR

However when learner submits the request, in the transaction console it's showing as "complete" but the approval is not sent to the desired Representative

If anyone has encountered similar issues please comment your findings below, thank you.
