When adding Temporary Assignment, headcount defaults to zero. How can we default to 1? Thank you

We have identified, that our employees that moved to Temporary Assignment are not counted in our Headcount report. When checking Employment Info - headcount is zero (blank), while FTE is correctly 1.

Do you know how to ensure that the Headcount defaults to 1 when adding Temporary Assignment to avoid incorrect headcount data ?
