Do we have any role so that certain HR cannot view the Document of records for terminated Employees?

SO we need to have 2 sets of HR

HR 1 - Can view document of records for all Employees (Active and Terminated)

HR 2 -Can view document of records for only active Employees,not for terminated

Any roles we currently have which can address this issue?
