Possible to disable 24B feature - Select an Offering (MSS)?

Summary:

Is it possible to hide or disable any of the below buttons/features for MSS? Managers do not assign Learning at our company - Learning is strictly assigned by Human Resources as per our Compliance policies. We want to restrict manager ability to assign Learning to their Direct Reports.

With this new Select an Offering button from 24B, it is significantly easier for Managers to assign Learning which is problematic for us.

Can we hide or disable any of the below features?
