Error code within transaction console

Late last week, there were a handful of our Convert Pending Worker and Termination transactions that failed with the below message as the reason. Seeking help with understanding this error message in the Transaction Console:

Error encountered when HWF invokes a web service

I looked at an older customer connect chat (same as this issue) and see that there was mention of a bug (surfaced during 22B) and that a bounce resolved the issue. However, this didn't resolve the issue for everyone. One of our Shared Services reps mentioned a server error that he saw at one time during this issue.
