Description (Required): Whether "Create Self-Service All Requisition Receiving Receipt" privilege consume separate license?

Use Case and Business Need (Required): For Self Service Procurement, requests can create GRN/Work Confirmation for their Purchase Requisition related PO's only. But our custom requirement is that, it should not restrict only with the PR requester. Need access for other users also as per business. So for that we need to create the custom role and will provide this privilege to them right. Whether it will impact the license count separately or not? Please confirm
