How to disable withdraw option from requestor requesting for DOR approval flow?

When a requestor here is a line manager who initiates DOR of an employee and this goes for an approval, when the requestor (Line Manager) checks on how the approval is flowing sees a withdraw option on the top right , how can we disable that withdraw option
