View Duplicate Action grayed out

We recently noticed that the view duplicate action on the manage job offer page is grayed out. Has anyone experienced this issue? Please advise.

This action is predominantly used if the pending worker is created and an existing worker is present without a national Identifier, so perform a manual duplicate check and merge it on the manage job offer instead of job application.
