Active and External Import Maps on PDH

Hi all,

I'd like to know what's the intended purpose of leaving an import map on PDH as Inactive or External, since, in both cases, a user may be able to search for them on the Manage Import Maps menu, download the template file and perform an import batch using an Inactive or External import map.
