Summary:

We have one recruiting administrator that keeps getting the following error when they move the candidate into the phase/state which initiates the background screening for HireRight.

"Job applications were moved to the selected phase and state. However, at least one partner service wasn't initiated for one or more candidates."

The message is only happening to this one user.

We've compared security and permissions of this person and another that does not get the error but didn't find anything that would make a difference.

The user can log into the vendor's site directly and submit requests manually but fails from ORC.
