Unable to end date payroll definition

Summary:

Hi There, we are trying to end date one of payroll definition by running HSDL for final close (Doc ID 2875369.1). As I was still not able to end date and was getting following error :

After researching more on the error , I found document related to above error "Unable to End Date or Rename Payroll Definition. Error Encountered: You cannot end the payroll on this date (PAY-1636182) (Doc ID 2861717.1)"

I ran the SQL query given the document , after running sql , the report came out empty which means there is no employee left hanging in system for whom old payroll definition is not ended, hence the system must end date the payroll , however, I m still getting same error. Please advise, if any step is missing.
