Error when creating weekly reoccurring learning activities within an Offering, what is the solution?

When creating a reoccurring activity within an offering, when you select repeat 'weekly', the conditional field that shows up is 'optional' and if you do not fill out the 'Weekly On' field, the system does not register it as a reoccurring weekly activity. But, when you select monthly or every month, the conditional field that pops up is a required field. This isn't a page that can be edited using VBS, any solution?
