How to enable the option to create document of record to add the DOR for other employee

Like we have a requirement for Employee A to add DOR to Employee B?

we tried creating a custom data role for Employee A with only DOR duty role in the custom job role. However , still he is not able to search the employee B to add DOR to Employee B
