How to add a descriptive flexfield in Contract Legislative Information?

Hi all,

How to add a descriptive flexfield under Contract Info in Hire an employee page? I tried to access 'Manage Descriptive Flexfield > Contract Legislative Information but the filexfield is reserved for Oracle internal use. 

How can I edit it?
