How can I start a Resignation approval flow with a FYI notification instead of an Approval required?

How can I start a Resignation approval flow with a FYI notification instead of an Approval required Action type?

I tried to set an approval rule for resignation where, once the employee submit the resignation, "user 1" should receive a FYI notification and "user 2" then approve or reject, but this flow do not work, but if I set the Approval required as first, it works smootly.

Requirement for Business:
I need the FYI notification (that someone send their resignation) to be send to user 2 before the approval.

Any chance to implement it?
