Provide View Only access to Employee for Identification Information

Summary:

Our client has a requirement where identification information (specifically drivers license information) should only be available to HR Specialist to capture. The employee must only be able to view the captured information and not edit/update.
I was able to remove "Manage Person Driver License" from the Role Hierarchy train stop (4) but I am unable to remove the "Manage Person Driver License" privilege from Function Security Policies (2), as the delete icon is greyed out.

Please advise on how this scenario can be achieved.
