Stop user from select past date on Address section under Me tab-- contact info page

Summary:

We have a requirement to stop user from updating there addresses on back date due to tax computation issue based on addresses.

Navigation for the page is

Me tab—> Contact Info—> Under Address section.

Please confirm if this is a default functionality form Oracle or if there is already a bug for this.

Can we make the personalization role specific as well.
